Stewart Baker is one of the leading intelligence lawyers in the business. Currently serving as partner in the law firm of Steptoe & Johnson in Washington, D.C., his practice covers homeland security, international trade, cybersecurity, data protection, and travel and foreign investment regulation.
Beyond his accolades in the private sector, Baker has a storied history within the highest levels of public sector security. From 2005 to 2009, he served as the first Assistant Secretary for Policy at the Department of Homeland Security, where he created and staffed the 250-person DHS Policy Directorate. Among his many accomplishments during this time, Baker chaired the drafting team for the report by the General Counsel of the Commission on the Intelligence Capabilities of the United States Regarding Weapons of Mass Destruction. This commission investigated WMD intelligence failures prior to the Iraq war and provided specific recommendations for future improvements. Prior to DHS, Baker was appointed to serve as General Counsel to the National Security Agency (NSA) and before that, Deputy General Counsel of the Department of Education. Baker was awarded the Defense Medal for Meritorious Civilian Service in 1994.
Baker will take the keynote stage at the first-ever Black Hat Executive Summit on December 9, 2015 to present, "Pivoting from Attribution to Retribution: The New Deterrence."
